2025-2026 NATIONAL TEAM

SELECTION CRITERIA

GENERAL CRITERIA
  • Athletes must be registered USA Swimming members in good standing at the time of any qualifying competitions and selection, and throughout their term on the National Team. An athlete may be suspended from the National Team if they do not remain in good standing, including membership requirements and adherence to the SafeSport Code for the U.S. Olympic & Paralympic Movement, the U.S. Anti-Doping Agency Protocol, the World Anti-Doping Agency’s Code, and any USA Swimming, U.S. Olympic and Paralympic Committee, World Aquatics, or International Olympic Committee rules and regulations. If an athlete who has qualified for, but has subsequently been suspended from, the National Team is reinstated, or their suspension is reduced, by a court or body with competent jurisdiction such that the athlete becomes eligible during all or part of the term of the 2025-2026 National Team, their National Team suspension will be lifted, in accordance with the order from the court or body. If an athlete who was otherwise eligible for selection to the National Team but was not in good standing at the time of selection due to any type of suspension or ineligibility determination, and the suspension or ineligibility determination is later overturned or reduced by a court or body with competent jurisdiction during the term of the 2025-2026 National Team such that the athlete would have been eligible at the time of selection to the National Team, the athlete will be added to the National Team, in accordance with the order from the court or body. In any of these scenarios where an athlete is added or reinstated to the National Team, no athlete will be removed due to the addition.

  • Athletes shall keep their USA Swimming memberships current and in good standing, including, if at least 18-years-old, completing Athlete Protection Training and a current background screen. If athletes do not have a current background screen, they must submit a background screen within 5 days of being named to the National Team. Athletes acknowledge that the results of the background screen will be subject to USA Swimming’s Background Check Policy (www.usaswimming.org/backgroundcheck).

  • At the time of any qualifying competitions and selection, and throughout their term on the National Team, athletes must be eligible to represent, and intend to represent, the U.S. in international competition.

2025-2026 USA SWIMMING NATIONAL TEAM

Team will be announced September 8, 2025

  • USA Swimming will name athletes to the 2025-2026 National Team, who will be on the National Team from September 8, 2025 - September 7, 2026.

  • Athletes will be selected based on Times. A “Time” means the fastest long course meters time swum by that Athlete in each individual event swum at the Olympic Games (“Individual Olympic Event”), from any of the following qualifying competitions (i) any USA Swimming sanctioned competition, (ii) any AQUA approved competition for the 2025 World Aquatics Championships, which can be found here; https://www.worldaquatics.com/competitions/4725/world-aquatics-championships-singapore2025/qualifications?gender=M&distance=50&stroke=FREESTYLE&standard=all®ionId=all&countryId= (iii) any international competition between January 1, 2025 through August 24, 2025, to which USA Swimming sent a team. Relay lead-offs, time trials, swim-offs, and intermediate splits will not be included. Only Times from preliminary heats, semi-finals, and finals (A, B, C, and D) will be used. Only that one Time will be used per Athlete, per Individual Olympic Event. Times from “approved meets” or “observed swims” will not be considered.

  • The six Athletes with the fastest Times in each Individual Olympic Event will be selected to the Team. If there is a tie to the last spot for any Individual Olympic Event, all athletes involved in the tie will be selected to the National Team.

  • The National Team roster will be selected according to the USA Swimming times database on www.usaswimming.org as of as of September 8, 2025, at 8:00 AM Mountain Time. If an athlete’s Time is not in the USA Swimming Times database, it is up to the athlete to contact USA Swimming with proof of their Time prior to September 5, 2025.


Athlete Ombuds

Team USA athletes may contact the Office of the Athlete Ombuds for independent and confidential advice on a variety of sport related matters, including their rights, applicable rules, policies or processes, and questions related to resolving disputes and grievances. The Athlete Ombuds can also help Team USA athletes connect with legal counsel or mental health resources if needed. All other NGB athletes (i.e. athletes competing domestically at the masters or youth level, recreational athlete, foreign athletes) are welcome to visit the Athlete Ombuds website to review informational resources and should work directly with their NGB to understand additional resources and options available to them.

 


ATHLETE OMBUDS CONFIDENTIALITY AND PRIVACY POLICY

(A) In general.—The Office of the Athlete Ombuds shall maintain as confidential any information communicated or provided to the Office of the Athlete Ombuds in confidence in any matter involving the exercise of the official duties of the Office of the Athlete Ombuds. (B) Exception.—The Office of the Athlete Ombuds may disclose information described in subparagraph (A) as necessary to resolve or mediate a dispute, with the permission of the parties involved.(C) Judicial and administrative proceedings.—(i) In general.—The ombudsman and the staff of the Office of the Athlete Ombuds shall not be compelled to testify or produce evidence in any judicial or administrative proceeding with respect to any matter involving the exercise of the duties of the Office of the Athlete Ombuds.

(ii) Work product.—Any memorandum, work product, notes, or case file of the Office of the Athlete Ombuds—(I) shall be confidential; and(II) shall not be—(aa) subject to discovery, subpoena, or any other means of legal compulsion; or (bb) admissible as evidence in a judicial or administrative proceeding. (D) Applicability.—The confidentiality requirements under this paragraph shall not apply to information relating to—(i) applicable federally mandated reporting requirements; (ii) a felony personally witnessed by a member of the Office of the Athlete Ombuds;(iii) a situation, communicated to the Office of the Athlete Ombuds, in which an individual is at imminent risk of serious harm; or (iv) a congressional subpoena. 

ANTI-RETALIATION POLICY

No employee, contractor, agent, volunteer, or member of the USOPC, including USA Swimming, shall take or threaten to take any action against an athlete as a reprisal for disclosing information to or seeking assistance from the Office of the Athlete Ombuds as outlined in Section 220509(b)(5) of the Act.


ELITE ATHLETE HEALTH INSURANCE

GENERAL CRITERIA - Pool and Open Water

To be eligible, athletes must be actively training and competing in USA Swimming competitions. (Athletes not required to be actively training and competing are noted with an *). EAHI will be offered to athletes who meet the following criteria:

Direct Athlete Support 2025

GENERAL CRITERIA - POOL AND OPEN WATER
  • Athletes must be registered USA Swimming members in good standing at the time of any and all qualifying competitions (or competition where the relevant time is achieved, on which the athlete’s selection is based), at the time of selection, and throughout their term on the National Team.
  • An athlete may be suspended from the National Team if they do not remain in good standing, including membership requirements and adherence to the SafeSport Code for the U.S. Olympic & Paralympic Movement, the U.S. Anti-Doping Agency Protocol, the World Anti-Doping Agency’s Code, and any USA Swimming, U.S. Olympic and Paralympic Committee, World Aquatics, or International Olympic Committee rules and regulations. If an athlete who has qualified for, but has subsequently been suspended from, the National Team is reinstated, or their suspension is reduced, by a court or body with competent jurisdiction such that the athlete becomes eligible during all or a portion of the term of the 2024-2025 National Team, their National Team suspension will be lifted, in accordance with the order from the court or body. If an athlete who was otherwise eligible for selection to the National Team but was not in good standing at the time of selection due to any type of suspension or ineligibility determination, and the suspension or ineligibility determination is later overturned or reduced by a court or body with competent jurisdiction during the term of the 2024-2025 National Team such that the athlete would have been eligible at the time of selection to the National Team, the athlete will be added to the Team, in accordance with the order from the court or body. In any of the above scenarios where an athlete is added or reinstated to the National Team, no athlete will be removed as a result of that addition.
  • All Team members 18 and over must complete a USA Swimming background check and Athlete Protection Training within five days of being named to the Team.
  • All athletes must be eligible to represent and intend to represent the U.S. in international competition during their time on the 2024-2025 National Team. Athletes must be actively training at an elite level and competing at an elite level in due course after training, to receive USA Swimming athlete assistance funding.
  • Athletes must be members of the current year USA Swimming National Team.
  • Only Individual Olympic Events will be considered for selection to the National Team and thus any stipends or insurance. No relay lead-offs, intermediate splits, or time trials will be considered.
  • Open Water National Team Members must have a 2024 Olympic Trial Cut in the 1500 Freestyle (in long course meters) from November 30, 2022 through and include September 1, 2024, or compete for the 2024 U.S. Olympic Team in the 10K Marathon Swimming Event.
2025 DIRECT ATHLETE SUPPORT- POOL
January 1, 2025 - August 31, 2025
  • The top 28 athletes of each gender will receive Direct Athlete Support based on the following rankings:
    • Athletes who are named to the 2024-2025 National Team and are ranked number 1 in an Individual Olympic Event(s) will receive Direct Athlete Support. Athletes who are named to the 2024-2025 National Team and are ranked number 2, 3, or 4 in the 100- and 200-meter Freestyle will receive Direct Athlete Support.
  • If all athletes listed above have qualified for funding and less than 28 athletes per gender meet the above requirements, athletes who are on the 2024-2025 National Team will be ranked based on their fastest Percentage of “A” Standard in an Individual Olympic Event, from January 1, 2024 through August 31, 2024. USA Swimming will use the World Aquatics “A” Time Standard for the 2024 Olympic Games.
  • Percentage of “A” Standard means the difference between a swimmer’s fastest time in an Individual Olympic Event and the “A” Standard for that Event. The resulting time difference will be converted to a percentage to demonstrate how much faster or slower the swimmer’s fastest time in an Individual Olympic Event is compared to the “A” Time Standard in that same event. This percentage will be calculated by subtracting the swimmer’s fastest time in an event from the “A” Standard in that same event, then dividing the difference by the “A” Time Standard in that event. Calculations will be carried to the one-thousandth of a percent (i.e., x.xxx%).
    • For example, if the “A” Time Standard in the 100-meter Freestyle is 1 minute, and Swimmer #1’s fastest time in the 100-meter Freestyle is :54 seconds, then Swimmer #1 has swum 6 seconds faster than the “A” Standard in the 100-meter Freestyle. Using the formula described above (60 seconds minus 54 seconds, divided by 60 seconds) Swimmer #1’s Percentage of “A” Standard would be 10%..
    • If the “A” Time Standard in the 200-meter Freestyle is 2 minutes, and Swimmer #2’s fastest time in the 200-meter Freestyle is 1:54, then Swimmer #2 has swum 6 seconds faster than the “A” Time Standard in the 200-meter Freestyle. Using the formula described above (120 seconds minus 114 seconds, divided by 120 seconds) that swimmer’s Percentage of “A” Standard would be 5%.
    • Swimmer #1’s Percentage of “A” Standard (10%) would be considered higher than Swimmer #2’s Percentage of “A” Standard (5%).
    • If a swimmer’s fastest time in an event is slower than the “A” Time Standard for that same event, their percentages will be negative. Using the same example above, if Swimmer #1’s fastest time in the 100-meter Freestyle is 1:06, their Percentage of “A” standard would be -10% (60 seconds minus 66 seconds equals negative 6 seconds negative 6 seconds divided by 60 seconds equals -10%). If Swimmer #2’s fastest time in the 200-meter Freestyle is 2:06, their Percentage of “A” Standard would be -5% (120 seconds minus 126 seconds equals negative 6 seconds; negative 6 seconds divided by 120 seconds equals -5%). In this case, Swimmer #2’s Percentage of “A” Standard (-5%) is faster than Swimmer #1's Percentage of “A” Standard (-10%).
  • This process will continue until 28 men and 28 women have qualified for Direct Athlete Support.
    • If there is a tie for the 28th position, all athletes involved in the tie will receive support.
  • Athletes who have exhausted or relinquished their NCAA eligibility will be offered the opportunity to sign the Athlete Partnership Agreement.
June 1, 2025-August 31, 2025
  • Members of the 2025 World Championships Team who are not already receiving funding based on the above will receive $1,500 of funding.
  • The USA Swimming Athlete Partnership Agreement (APA) will not be offered to the 2025 World Championship Team Members.
September 1, 2025 - December 31, 2025

  • If all athletes listed above have qualified for funding and less than 28 30 athletes per gender meet the above requirements, athletes who are on the 2025-2026 National Team will be ranked based on their fastest Percentage of “A” Standard in an Individual Olympic Event, from January 1, 2025 through August 31, 2025. USA Swimming will use the World Aquatics “A” Time Standard for the 2025 World Aquatics Championships.

2025 DIRECT ATHLETE SUPPORT- OPEN WATER
January 1, 2025 – April 30, 2025
  • Up to 3 men and 3 women
  • Athletes who qualify for, are selected to compete, and do compete in the 10K event at the 2024 Paris Olympic Games.
  • Remaining funding positions will be filled by athletes who finish in the top 16 at the 2024 World Aquatics 10K World Cup– Hong Kong, China,) until a maximum of 3 athletes per gender qualify for funding.
  • If there is a tie for the last position on the team in either gender, all athletes involved in the tie will receive support.
  • Athletes who have exhausted or relinquished their NCAA eligibility will be offered the opportunity to sign the Athlete Partnership Agreement.
May 1, 2025 – December 31, 2025
  • Up to 4 men and 4 women
  • Criteria to be determined and updated based on the World Aquatics international calendar.
  • Athletes who qualify for, and compete in, the 2025 Open Water World Championships will receive funding.
  • Athletes who have exhausted or relinquished their NCAA eligibility will be offered the opportunity to sign the Athlete Partnership Agreement.
